Cores and States

Overextension has been entirely removed. It is now impossible to acquire.

Territorial Cores

Territorial cores are now automatically granted on taking provinces, unless the province is part of one of your states. They are removed when an area is made into a state.


States can now be created anywhere, but once created, cannot be removed. Creating a state removes the territorial cores on the provinces, and adds the cultural estate to some of the provinces (the cultural estate can be added and removed manually).

Full Cores

Full cores can now only be made if the province is in your culture group, and is one of the following:

  • Your primary culture
  • An accepted culture and either:
    • All provinces which surround it are owned by you
    • Is in your capital region
  • (Non-accepted culture) In your capital region and has been owned by you for 50 years

In addition, full cores can only be made after separatism is gone.
