3.1 Alpha Release Information

Main

  • Updated for The Cossacks and 1.15. This includes many changes done by Paradox that may not be listed here.
  • Random New World have been disabled until further notice.
  • Vintage map sub-mod has been updated for 1.15.
  • Added new Realm Management and Government systems.
  • Realm Management is a new area-based control system for administering your realm. An available decision drives an event which allows individual areas to have policy-like effects worked within them to manage autonomy, taxation, and garrisons to name a few.

Changes

  • Lowered size of Moriscos rebels.
  • 10 and 30 local autonomy now give step reductions to governance to help limit the spread of LA from insufficient bureaucracy.
  • Fixed: Glogow getting double liberty buildings.
  • Fixed: Combat unit position in Hai Phong.
  • Fixed: Westphalia formation requires Magdeburg instead of Massa.
  • Bonus for Medici and Sforza dynasties now available to small nations instead of just Florence/Tuscany and Milan/Romagna.
  • Fixed: Various triggered modifiers were available outside of normal and historical setups when they shouldn't.
  • Fixed: Devotion event "Advisor Accused of Shirk" requires the statesman/trader/colonial governor/diplomat advisor to be hired instead of available
  • Removed custom AI attitudes, as AI attitudes are now hard-coded.
  • France and Scotland are now historical friends.
  • Genoa and Venice are now historical rivals.
  • Removed Electorate government.
  • Papal State is now more likely to be Capitalist or Diplomatic. Austria is now more likely to be Diplomatic.
  • AI is now less likely to build trade buildings in provinces with less than 5 trade power and significantly more likely in provinces with at least 10 trade power. Neutral in between.
  • Autonomy is now multiplicative.
  • Despotic Monarchy now gets 10% income from vassals at Empire rank instead of autonomy reduction.
  • No longer possible to use temporary CBs on behalf of subjects.
  • Removed Anti coalition CB.
  • Changed country colors of Bar, Bashkiria, Bavaria, Verden, Greece, Hamburg, and Romania.
  • Trebizond no longer gets leader names based on the football team.
  • Castilian Civil War disaster is now only available for Castile.
  • English Civil War disaster also requires owning a province in the British Isles.
  • Internal Conflicts disaster now needs 1 less stability to end, as well as no more active rebellions.
  • Missionary Strength values have been reverted to the original (pending development update).
  • Available mercenaries modifiers have been lowered due to the mercenary pool change.
  • English Monarchy and Dutch Republic governments no longer gives autonomy reduction at rank 1.
  • Changed the modifiers of the Celestial Empire government.
  • Ambrosian Republic no longer gives morale of armies at rank 1.
  • Heir chance modifier of Iqta changed to tax modifier.

  • Lowered build cost reductions from ideas.

  • Lowered Naxos's +3 prestige to +1.
  • Athens no longer gets a colonist from their ideas. Changed to infantry and artillery combat ability.

  • Berber ideas now also give Caravan Power.
  • Rise of the Ottomans triggered modifiers no longer give Siege Ability (now part of Ottoman traditions).
  • Removed centralization/decentralization random events.
  • Moved Subject Interaction random events to their own pulse.
  • Adjusted the chance of Seven Cities events.
  • Increased opinion modifier malus for being rivals, enemies, and having claims.
  • Lowered the effect of Odin Norse deity.
  • Increased power projection for eclipsing rivals. Lowered power projection loss of losing provinces to rivals.
  • All rebels can now relocate.
  • Religious rebels will no longer force convert a province on siege victory if the owner is of the same religion as the rebel.
  • Removed redundant Horde and anti-government rebels.
  • Added syncretism to Tengri.
  • Centers of Reformation can no longer appear in provinces with less than 10 development or that have arctic, arid, or tropical climates, or coastline, coastal desert, steppe, desert, or glacier terrain. They will no longer appear in provinces neighboring another CoR.
  • Protestantism: Changed tolerance of the true faith to improve relations modifier.
  • Christian faiths no longer have a modifier on their provinces.
  • Reformed: Now gives +1 advisor pool instead of monthly fervor.
  • Fixed: Changing to Reformed faith will now give a CoR (if available) if country had previously gotten reformation money.
  • Hussite: All western Christian provinces can now be target of the initial province conversion on religion change.
  • Anabaptist: Tolerance of the true faith modifier increased.
  • Converting to Orthodox now lowers prestige and gives conversion zeal.
  • Shiite: Changed advisor cost reduction to land morale.
  • Ibadi: Changed heretic tolerance to naval morale.
  • Vajrayana: Lowered land morale bonus.
  • Shinto: No longer gives heathen tolerance malus. Mercantilism action no longer available if already at max mercantilism.
  • Sikhism: Increased mil tech cost reduction. Can now convert to Jainism.
  • Jainism: Can now convert to Hinduism and Sikhism. Changed bonus to diplomatic reputation and relations. Converting has prestige hit and gives religious zeal. No longer uses piety.
  • African paganism: Conversion between religions no gives zeal. No longer lowers stability, but instead lowers prestige.
  • Changed the map colors of some religions.
  • Increased base number of building slots to 2.
  • Climate no longer affects building costs.
  • Arctic provinces get -1 building slot.
  • Provincial tax income no longer affects local spy defense.
  • Capitals no longer have a -10% development cost.
  • Lowered settler chance based on colony level.
  • Native aggressiveness no longer affects settler chance.
  • Non-core provinces no longer lower number of buildings.
  • Increased unrest reduction of tolerance.
  • Unrest no longer increases autonomy and reduces spy defense.
  • Lowered autonomy's effect on recruitment speed and shipbuilding time.
  • Recent uprisings now lower unrest on the province by 100, making it virtually impossible to get another regular rebellion on that province for a time.
  • Trade company provinces get -100% local missionary strength.
  • War taxes now also increase the number of mercenary available.
  • Lowered missionary strength from stability. Increased fervor from stability.
  • Inflation increases fort maintenance.
  • Peace time no longer lowers mercenary pool. Increased fervor gain during peace.
  • Lowered Call for Peace war exhaustion.
  • Devotion and Republican Tradition no longer affect fervor.
  • Increased Fervor from religious unity.
  • Lowered war exhaustion from total occupation.
  • Power Projection gives prestige.
  • Removed development cost malus of subject nations. Increased tax income and naval forcelimit of subjects.
  • Increased unrest reduction from manually increasing autonomy.
  • Increased effect on Legitimacy when sowing discontent. Sowing discontent now also affects horde unity and devotion.
  • High karma now lowers discipline instead of diplomatic reputation.
  • Low karma now lowers diplomatic reputation instead of discipline.
  • Lowered production efficiency of administrative technology after tech 13.
  • Lowered naval maintenance from diplomatic technology. Lowered trade efficiency after tech 13.
  • Spread out military tactics a bit. Spread out some infantry and cavalry shock modifiers.
  • Increased unrest from losing the Mandate of Heaven. Added a discipline malus.
  • Added important religious center triggered modifiers for various religions.
  • Allies of the target of the revolution now get the counter revolution triggered modifier.
  • Now only possible to take cores in coalition wars.
  • Increased the amount of AE gained when using Horde CBs.
  • Removed the Generic VeF national ideas.
  • Nomads are no longer allowed to form various nations.
  • Formation decisions that inherit a subject can no longer be taken if the subject grows past a certain size.
  • Forming England gives the English Monarchy government.
  • Courland can now be formed while a subject. Secularized opinion modifier now only given if the formation actually secularizes the country.
  • Scottish culture can form Great Britain.
  • Lowered impact of religious ideas on AI militarist personality.
  • No longer guaranteed to get a random event every 2 years.
  • No more heir restriction when changing to Merchant Republic.
  • AI can no longer convert to Theocracy.
  • Non-western AI Iqta can no longer reform.
  • Secularizing a theocracy removes the heir.
  • Subjects that secularize become duchy rank.
  • Muslim primary/secondary religion hordes that reform now turn into Iqtas. Non-muslim ones turn into Despotic Monarchies with Chinese tech and units.
  • Nomad tech nations will always be horde government.
  • Astrakhan is no longer Shamanist and a rival of Kipchak.
  • Bashkiria is now a horde.
  • Chagatai no longer historical friend of Shaybanids.
  • Crimea is Sunni instead of Orthodox, no longer friends with Georgia. (Does not apply to Glory of Byzantium)
  • Kipchak now starts with the Horde Overlord modifier.
  • Kazan is now Sunni instead of Shamanist. No longer rival of Crimea.
  • Mongolia is now Tengri.
  • Kashgaria is now a Sunni Iqta in the Chinese tech group.
  • Khazak is now Sunni instead of Shamanist.
  • Manchu is now nomad tech.
  • Nogai and Shaybanids are Sunni instead of Tengri. No longer have any rivalry or friendships.
  • Sibir no longer has any rivalry/friendship.
  • Timurids now historical rival of Turkey.
  • Mongols in Chinese tech group and Tengri.
  • Zaphorozhie is now a tribal democracy in Eastern tech.
  • Mission to get an alliance with someone now requires higher opinion before it shows up. And no longer targets nation with a core in your lands.
  • Improve relations mission not available if has core of target.
  • No annex vassal mission for Siberian Native Councils.
  • No marriage mission for Hordes.
  • No marriage mission if has core of target.
  • No restore legitimacy mission for hordes.
  • Replaced most autonomy reduction modifiers with other modifiers.
  • AI will no longer get decision to form Germany until tech 36.
  • Hannover no longer restricted to monarchies.
  • Al-Andalus can no longer form the Iberian Union.
  • Forming Mongols now gives a permanent claim on a large part of Asia.
  • Forming Mughals no longer requires reforming from Horde.
  • Mughals' move capital to Delhi decision no longer requires positive prestige and stability. Lowered prestige gain. Changed +2 base tax to 1 and 1 production.
  • Poland's move capital to Warsaw no longer costs money. Also gives +1 base production.
  • Removed Poland's decision to form union with Lithuania (now handled via event).
  • Removed Church tax, Superintendents, Suffragan of Bishop Act decisions.
  • Lowered number of buildings on farmlands by 1. Lowered cost of farmlands in nation designer. Farmlands also give a development cost reduction.
  • Missions to get a base on the spice islands now check that you don't already have a presence there. And that they're in range.
  • Buddhism event modifiers now last longer, for the most part.
  • Embassy to Ceylon event no longer requires Ceylon to exist. Just a Theravada nation owning Kandy.
  • Colonial nations that gain independence now gain their government based on tech level.
  • Muslims can now get Talented Daughter event. No longer more common with older rulers.
  • Lowered Karma loss for re-electing the ruler in an election.
  • Removed Dawn of a New Era empire event.
  • Wedding Bells event will no longer give an heir if the nation already has an heir. Lowered prestige loss.
  • Hunting Accident no longer gives unrest in all provinces.
  • Pirate raids will now give one yearly event instead of a bunch of pop-ups per province.
  • Reclamation of the Bengal Delta event also includes the Bengal Delta province.
  • Added vanilla flavor events for Denmark.
  • Delhi's Lodi Dynasty events no longer have a year requirement. And no longer have triggers that are impossible to meet.
  • England's Thomas Gresham advisor is now discounted like all other event-created advisors.
  • England's W. Pitt the Elder advisor will now appear in London instead of Arezzo, Italy. In other words, the event will actually give you the advisor, instead of whoever owns Arezzo.
  • England will no longer get the Lack of an Heir event if the HYW has not advanced to the stage where they are eligible to get the War of the Roses.
  • France's Permanent Taxation System events requires ownership of Paris. Cannot occur before 1430.
  • Increased chance of getting Geona's Andrea Doria event.
  • Fixed multiple issues with the Greek Separatism event.
  • Austria's The Purge of the Archbishop of Salzburg event now requires Salzburg to have at least 3 base tax.
  • Hungary's Mattias Corvinus event now requires a country with von Habsburg dynasty that doesn't have a regency.
  • Fixed Hungary's Advance of the Turks event giving Transylvanian cores to the wrong provinces.
  • Added vanilla events for Lithauania, Norway, Russia, and Sweden.
  • Fixed capital of Verkhoturye.
  • Various Mamluks events that had an effect on Cairo now requires Mamluks to own Cairo.
  • Tuat is no longer colonized. Morroco now has an event that gives it to them.
  • Persia's Isfahan Construction now sets Isfahan as capital.
  • Poland's union over Lithuania is now handled via event.
  • Poland-Teutonic rivalry now ends when Poland vassalizes Teutons.
  • Iberian Wedding now requires Castile to have 14+ provinces.
  • Castile's Discovery of the New World now gives more prestige.
  • Fixed: Some disasters did not have an icon.
  • Fixed some Janissary events setting the wrong flag.
  • Hindu event Funeral at Ganges now checks all provinces that have the Ganges, not just some of them.
  • Withdrawn Contemplation ruler modifier from Sadyojata event now has a duration.
  • Inca can no longer get their heir marriage match event if the heir is female.
  • Radical mercantilism reform events can no longer occur more than once per country. Increased monarch power gained.
  • Ramadan and Hajj events will no longer continue if the country stops being Muslim while they were in progress.
  • Turning Hagia Sophia into a Mosque event requires Constantinople to not be a Muslim religion.
  • Zubaidah bint Ja'far no longer requires owning a Muslim province in Arabia.
  • Can no longer get Serafeddin Sabuncuoglu before 1430.
  • Spice Trade price change event now also affects Cloves, Cinnamon, and Nutmeg.
  • Little Ice Age price change event now also affects Rice, Millet, Maize, and Livestocks.
  • Cork Bottle Stoppers price change event increase price of wine by 25% instead of 50%.
  • Permanent Navies price change event now also increases the price of Hemp.
  • Decline of the Spice Trade price change event now also affects Cloves, Cinnamon, and Nutmeg.
  • Financial Disagreements event gives less inflation.
  • Overspending event costs less income.
  • Sikhism: Guru Arjan affects PUnjab instead of Lahore.
  • Removed Financial Ruin event.
  • Added Tengri events.
  • Theocracy: Foreign Noble heir requires neighbor of same religion. Merchant's Son gives more income and less devotion.
  • Abolishing slavery changes the trade good of owned provinces with slaves.
  • Trade Company events: PROVINCENAME Massacre event requires a bigger trade company. Lowered MTTH, but scales with size of country.
  • Trade Company events: Expand Trade Company event will not give claims on provinces owned by allies, own subjects, or countries with truce.
  • Northwest Ordinance event requires owning a province in Great Lakes or Canada.
  • Articles of Confederation event no longer requires Northwest Ordinance.
  • West Africa: The Sultanate of [Country] event now requires that Turkey owns Constantinople instead not Burgogne.
  • Moved Land's End sea tile to Greenland coast.
  • Removed Storebaelt sea tile.
  • Added Hormuz. Added Hormuz ideas.
  • Women in History rulers now have fixed stats.
  • Barbara Cilli occurs for Bohemia instead of the emperor. Until 1451. Lowered MTTH. Emperor becomes irritated.
  • Increased legitimacy/horde unity hit of Kipchak collapse disaster.
  • Pasque Veronesi checks for a France that is the revolution target, instead of the RFR tag.
  • The Cartographer event now gives a skill 3 Cartographer at higher tech levels.
  • Jesuit, Imam, and Orthodox Monk advisor events now also give them to the countries with an appropriate syncretic religion.
  • Cultural spread event now checks for province development instead of base tax.
  • Unification of Japan event no longer set to fire only once.
  • Nation formation decisions now give permanent claims.
  • Nomads cannot joust.
  • Cannot get Advisor Murdered event if no advisor.
  • Hordes can no longer get Scandal at the Court, Plot Discovered, The Need for an Heir, A Poor Marriage, Cardinal Seeks a Favour, and Wardship events.
  • Religion spread from Purity policy will not affect provinces of the syncretic religion.
  • Vassal integration speed based on religion will also look at syncretic religion.
  • VeF's 30-years war CB not available with Art of War.
  • Ghazi CB is available for Osman instead of Turkey.
  • Split the Russia formation decision into 3 (Novgorod, Muscovy, and generic).
  • Fixed Karin's capital name. Changed trade goods to grain.
  • Hungary's Mattias Corvinus event now checks that only a non-subject can get the CB. And all Habsburgs non-subjects will get the CB, and not just one of them.
  • Removed tech limit of Italy formation. :(
  • Naxos (tag) is now Venetian instead of Lombard.
  • Orthodox Monks, Jesuits, Imam, and Knight advisors can only be male.
  • AI with less than 30 development more likely to be capitalist or diplomatic (was less than 3 cities).
  • Emperor with at least 50 and 100 development more likely to be diplomatic and less likely to be militarist (was 5 and 10 cities).
  • Monarch death no longer results in a loss of stability.
  • Base yearly devotion is -0.5.
  • Power Projection now gives devotion.

  • Papal Government and theocracies, except for monastic orders, cannot make the ruler into a general.
  • Archbishoprics no longer have devotion.
  • Celestial Empire government now gives prestige instead of lowering forcelimits.
  • Hordes no longer have a minimum autonomy. Lowered their government bonuses.
  • Religious rebels are more likely to move to provinces of their religion that are being converted.
  • Stability gains that were added to make up for the stability loss on monarch death have been removed.
  • Moved Armenian culture to Caucasus group.
  • Renamed Osmanli dynasty to Osmanoglu.
  • Removed various duplicate culture names.
  • Added dead cultures to be used by nation designer.
  • Removed Old Prussia culture.
  • Austria's missions to subjugate Hungary and Bohemia are only available against the AI. The targets also have a development limit.
  • Increased priority of Byzantine mission to recover Greece.
  • Colonization missions now require at least 400 settlers in order to succeed.
  • Denmark no longer gets conquest missions against subjects.
  • Turkey's Levant/Egypt missions no longer rely on Mamluks.
  • The Holy Roman Emperor can no longer for Jerusalem.
  • Forming Prussia secularizes.
  • Granada can now form Spain if they're no longer Muslim.
  • Forming Spain requires all Muslim nations out of Iberia.
  • Qing can build the Forbidden City.
  • Forming Qing makes you Confucian.
  • Sarbadars is no longer Shamanist.
  • Changed various Great Person/Works modifiers.
  • Added age to regents.
  • Dynastic event that gives an heir of someone else's dynasty requires that country to be a different dynasty. Take that von Habsburg!
  • Lowered the MTTH of various parliament events.
  • Missionary Falls Ill and Missionary Failure modifiers last longer.
  • Added event for Imperial Cities with no Common Sense to turn into Oligarchic republics if they grow.
  • Added event to change non-Muslim Iqta to despotic monarchy.
  • Columbus now likes to get around.
  • Added event for foreign countries to get a claim on the throne of an Elective Monarchy if the same dynasty.
  • Made the Castilian Civil War less bloody.
  • Mercenaries now only terrorize occupied provinces in an area, instead of all occupied provinces.
  • Added new song. Anthem IV.
  • Lowered autonomy from bankruptcy.
  • Fixed Yuan's starting government values.
  • Fixed horrible bug where ROTW countries could start with an heir of a specific dynasty, resulting in many countries around the world sharing said dynasty.
  • Lowered base prestige decay to 5%. And lowered prestige decay modifiers.
  • Most state church (aspects/power) events will no longer trigger at 3 church aspects and 200 church power.
  • Many random events that give a modifier will no longer trigger if the country already has that modifier.
  • Women in History's Isabel the Trastamara is now an heir.
  • Added Tribes estate for Nomads.
  • Fixed issue where province conquest events would fire if a war was ended within 45 days of integrating a subject.
  • Japan's unique emperor (unplayable) government now gives 200% heir chance instead of diplomatic relations.
  • Regents will now use Regent as ruler title. King rank female regents will use Queen Regent.
  • Changed heathen tolerance malus in Alwa ideas to tolerance of the true faith.
  • AI will no longer take the purity policies if religious unity is at least 80.
  • AI will no longer take the purity policies if either heathen or heretic tolerance is at least 0.5.
  • AI will no longer take the purity policies if they have a national idea that gives them +2 heretic tolerance or +3 heathen tolerance.
  • AI will no longer take the tolerance policies if both heretic and heathen tolerance is at least 2.
  • Removed unused books trade good.
  • Gems is now a regular trade good, instead of a gold-type trade good.
  • Fixed noble regency event option increasing the diplomatic stat of the regency by 2 before replacing it with a noble regent.
  • Fixed some Mamluk reform issues with the wrong variable being changed.

  • Added option to donate land to the church.
  • Selling land generates money. (Hotfix 2)
  • Fixed event loop (and CTD) when selling land. (Hotfix 2)
  • Fixed serfdom not working properly.
  • UI sub mod has been updated.
  • Added event for ROM and BYZ with the option to move their capital to Roma or Constantinople. (Hotfix 2)
  • Some adjustments to make the AI run the bureaucracy policy longer. (Hotfix 2)
  • Fixed bug where after choosing to increase bureaucracy size and quality, all the subsequent instances would result in both being increased regardless of choice.
  • Lowered autonomy increase from Inefficient Bureaucracy.
  • Lowered autonomy increase from Byzantine Decline.
  • Natural Harbors now give +5 Trade Power instead of +30% Trade Power Modifier and +10% Trade value.
  • Nile Delta modifier now gives +5 Trade Power instead of 10, and affects 2 provinces instead of 3.
  • Halved the effect of the Ligurian Sea modifier.
  • Moved a province in Siberia that was detached from the Novgorod trade node into the Astrakhan trade node.
  • Regensburg now starts with a Stadtrat (City Council) that gets replaced with a ruler when starting the game instead of a ruler called Stadtrat that gets replaced with a ruler when it dies.
  • Mamluks now start with most of Syria.
  • Adjusted all centers of trade. There should no longer be Coastal Centers of Trade inland. (Main mod only).
  • ROM can no longer form Greece.
  • PQR can no longer be formed by Byzantium.
  • ROM can also be formed by nations with the Roman lost culture (Nation Designer culture).
  • Forming ROM and PQR will now change culture to Roman.
  • Removed triggered modifiers that gave 0.5 Yearly Prestige for owning Constantinople, Venice, Alexandria, Beijing, Vijayanagar, and Naples. They are now province modifiers on the provinces themselves.
